If your scroll bars are missing in Excel, there are 2 possible reasons. The one affects both the horizontal and the vertical scroll bars, while the horizontal scroll bar has a particular issue.

Scroll bars missing on one workbook
If you can’t see your scroll bars in a workbook it is probably because they have been switched off. As shown below there is no scroll bar at the bottom or to the right of the screen.
Especially if the vertical scroll bar is missing, you need to check the options. Click on FILE then OPTIONS and make sure that under the Advanced tab, by the display options for this workbook, the scroll bars are switched on (ticked).
Only Horizontal scroll bar missing
If it is the horizontal scroll bar only that is missing, check the above, but also be careful with regards the sheet tabs taking too much of the allocated space. As shown below hover your mouse over the bottom right to get the below mouse cursor, click and hold and drag it to the left.
