If you are trying to go down or across on a spreadsheet using the scroll bars and the sheet is not moving it could be a problem with frozen panes. So if it looks like the Excel scroll bars are not working and the spreadsheet is not moving down with your mouse then this may be the problem.

Freeze Panes affects scroll bars
As shown below, check if you have Freeze Panes on. Depending how you put them on, the frozen section of the screen may be too big and covering the whole screen so you don’t see the movement.
